Rate Countries yourself.

In 2025, The Human Development Index rates 69 countries as Very High Human Development. Sometimes, when Humans develop things too much, it can lead to a very low Quality of Life. Still, those 69 countries are those that many people would consider as having a high Quality of Life. So, perhaps, Humans haven&';t messed them up too badly.
I didn&';t include Hong Kong since it&';s part of China. So, we&';ll look at 68 Countries. Yes, most of the High Human Development Countries are probably fine. But, they&';re not likely to show up in the overall top rankings, no matter how you rate things.

Best Places &n-; Countries

Notes: Many of the Rankings are from World Population Review. They usually provide data from elsewhere: Internations, Global Peace Index, Global Health Index, Environmental Performance Index. I also used information from Happy Planet Index and Fragile States Index.
Rankings are for Stability (includes Quality of Life), Cost of Living, Happiness, Healthy (includes Environmental Health), Democracy, Population Density, and Internet Speed. For the Default Results, Stability is the most important. Then Cost, Happiness, Healthy. Then Democracy, Then Density and Internet Speed. You can change the importance level for any of those except Stability.
12 of the Countries don't always appear in rankings. Those show up in the results as ?Country?. Happiness has two sets of rankings: Happiness and Happiness+Welcoming. Several Countries do not show up in Welcoming Ranking. When that&';s the case Happiness+Welcoming Ranking = Happy Ranking.
Double check results. Currently a work in progress.

Specify the Importance of each Ranking: Values can be 0 through 10. 10 is most important. 0 is ignored. Cost Least or Cost Average must be 0. Happiness or Happiness+Welcoming must be 0. Density Least or Density Average must be 0. Only one of the Temperature choices can have a value other than 0.

Importance
Level 1: No matter your other criteria, if a Country isn&';t stable, you&';ll probably have second thoughts about going there. So, I defaulted the Importance Level to 10.
Level 2: These are probably your second most Important criteria. So, I defaulted them to 5.
or or
Level 3: While these criteria are probably important, when you think about things, they might take a back seat to the other criteria. I defaulted these values to 1. But, then, I considered that Democracy is probably slightly more important. So, I defaulted that value to 2.
or
Note: If you want to do business while you&';re there, you&';ll want a minimum Internet Speed of around 100.
Level 4: Further narrowing of importance may not affect your results. Therefore, these values are all initialized at 0.
Average Annual Temperature: For most Countries this is fairly meaningless. There can be huge differences between morning and evening, months of the year, and regions. Still, it might be helpful.
