In the US, States are currently taking the lead in making Balcony Solar legal. Utah was first. In most states, it's up to the State Government to change the Electrical Code to allow Balcony Solar into the mix. FL and TX leave it up to the Electric Utilities. Another way this could change is to change it at the National Level by amending the National Electric Code. That work is in progress.
